DEPOSTJABAR.COM (CIMAHI),- Dinas Kebudayaan, Pariwisata, Kepemudaan dan Olahraga (Disbudparpora) Kota Cimahi menerima audiensi Komite Olahraga Rekreasi Masyarakat Indonesia (KORMI) Kota Cimahi, di Ruang Rapat Disbudparpora, Selasa (1/11/2022).
Audiensi tersebut diterima langsung oleh Sekretaris Disbudparpora (Sekdisbudparpora) Kota Cimahi, Ermayanti Rengganis.
Berdasarkan informasi yang didapat dari hasil rapat koordinasi Pemda Kota Cimahi dengan Badan Anggaran (Banggar) DPRD Kota Cimahi, yang menyatakan Rencana Anggaran Biaya (RAB) Hibah KORMI Kota Cimahi Tahun 2023, dihapus atau tidak ada pada Rencana Kerja Pembangunan Daerah (RKPD) Pemerintah Kota Cimahi.
Dengan alasan tersebut, Pengurus Kormi Kota Cimahi beserta Perwakilan Induk Organisasi Olahraga (Inorga) Rekreasi menggeruduk Kantor Disbudparpora untuk beraudiensi.
Dalam audiensi tersebut, Sekretaris Kormi Kota Cimahi Drs. R. Pramudyo, SH, menyampaikan bahwa berdasarkan Undang-undang No. 11 Tahun 2022 Tentang Keolahragaan, KORMI memiliki payung hukum yang sama seperti KONI dan BAPOPSI,
“KORMI memiliki Anggota Inorga sebanyak 25 Inorga Rekreasi Masyarakat yang diverifikasi dari 39 Inorga yang belum terverifikasi, dan jumlah Pegiat Olahraga Rekreasi Masyarakat yang sudah mencapai 120 ribu warga masyarakat Kota Cimahi,” kata Pram sapaan akrabnya.
Kemudian pada Tahun ini 2022, sambung Pram, KORMI Kota Cimahi telah ikut serta pada ajang Festival Olahraga Rekreasi Provinsi (Forprov) Jabar dan Festival Olahraga Rekreasi Masyarakat Nasional (Fornas) VI di Sumatera Selatan dengan hasil yang memuaskan bagi Cimahi.
Selanjutnya pada Tahun 2023 Provinsi Jawa Barat akan menjadi Tuan Rumah Fornas VII, dan Kota Cimahi adalah salah satu Tuan Rumah dari venue Inorga yang akan diperlombakan.
Atas dasar hal itu, lanjut Pram, “
“Kami disini, ingin mempertanyakan hal tersebut, apakah benar RAB Hibah KORMI Kota Cimahi Tahun 2023, dihapus dari RKPD Pemerintah Kota Cimahi ?,” tanya Pram.
Begitu pula yang disampaikan beberapa Perwakilan Inorga, mempertanyakan hal yang sama dan mereka menyampaikan unek-uneknya masing-masing dalam audiensi tersebut.
Sekdisbudparpora Kota Cimahi Ermayanti Rengganis yang akrab disapa Anis ini, usai audiensi, mengatakan, asistensi dari usulan Kormi dana hibah yang Rp 2,2 sekian Miliar, setelah kita asistensi dengan Tim Anggaran Pemerintah Daerah (TAPD), yang disetujui Rp 1,5 Miliar.
“Dan ini masih usulan. Nanti di 2023 perjalanan masih panjang, belum di Banggar, belum TAPD lagi, dan pembahasan segala macam,” jelasnya.
“Mudah-mudahan dana hibah, diakhir sampai tetap seperti itu, adapun berkurang jangan sampai hilang sama sekali, karena di Tahun 2022 ada hibah walau nilainya tidak signifikan, sekitar Rp 200 Juta,” imbuhnya.
Mengenai rumor yang berkembang tentang dihapusnya RAB Hibah KORMI, Anis menyebut, baru mengetahui hal itu, dan Anis membantahnya. “Itu tidak benar, karena dari usulan kita masih ada dana hibah untuk KORMI, walaupun belum gol di Tahun 2023, karena masih pembahasan-pembahasan,” ucapnya.
Dana hibah untuk KORMI tersebut belum putusan, diakui Anis, karena yang baru ketuk palu Anggaran Biaya Tambahan (ABT), dan proses pembahasan untuk 2023 baru Rencana Kerja dan Anggaran (RKA), sedangkan asistensi dengan TAPD, bahwa nilainya yang sesuai Juklak Juknisnya itu (Petunjuk Pelaksanaan dan Petunjuk Teknis).
Dijelaskan Anis, keterbatasan anggaran di Pemerintahan Kota perlu dipahami, menurutnya karena ada recofusing (Memusatkan/Memfokuskan Anggaran) dan lain-lain di Tahun 2023.
“Anggaran untuk Pegawai Pemerintah dengan Perjanjian Kerja (P3K) berupa gaji dan yang lainnya, yang semula dijanjikan oleh Pusat, ternyata dikembalikan ke Kabupaten/Kota, otomatis gaji yang 500 P3K itu dibebankan ke Pemerintah Kota, dan pastinya berdampak ke pembangunan yang harus di recofusing gaji-gaji P3K itu,” tandasnya.
Hal yang sama diungkapkan Wakil Ketua III KORMI dan Ketua Inorga Klub Jantung Sehat (KJS) Adang Kosasih Ahmad, usai audiensi menyebutkan, pihaknya menerima selentingan, anggaran KORMI itu akan dihapusoleh pihak Pemerintah Kota,
“Kami mendengar itu dari kalangan politisi, dan kalau itu terjadi, kami sangat prihatin, karena merupakan suatu kemunduran sikap, pemerintah sudah tahu adanya Undang-undang tentang Keolahragaan itu, antara Koni, Kormi, dan Bapopsi, untuk olahraga pelajar itu sama satu payung hukum, artinya punya hak yang sama untuk mendapatkan anggaran,” ujar Adang.
Menurut Adang, anggaran dana hibah untuk KONI dan Bapopsi ada, sedangkan untuk KORMI tidak ada. Jelas, ini ketidakadilan, apakah ada informasi yang tidak tepat yang diterima pemerintah, peran dan hasil dari KORMI.
Padahal, menurut Adang, jika dilihat dari partisipasinya, KORMI lebih besar daripada KONI. KONI terbatas dengan orang-orang berprestasi dengan cabang olahraga (cabor) terbatas, sedangkan KORMI seluruh rakyat bisa mengikuti kegiatan yang diadakan KORMI.
Selain daripada itu, menurutnya kembali, tingkat kebugaran kesehatan dari berolahraga jauh lebih banyak dihasilkan oleh Kormi, karena ruang lingkup kegiatannya seluruh masyarakat.
“Silahkan survey dan wawancara dengan kader-kader PKK yang ikut senam, mereka ikut olahraga yang tergabung di KORMI,” jelasnya.
Adang menegaskan, sebelum penetapan APBD, pihaknya akan berjuang dan terus meyakinkan pihak pemerintah dan DPRD. “Jika terdapat informasi yang salah, sehingga menganggap Kormi itu tidak penting, maka kami akan beraudiensi dengan DPRD, berdiskusi seluas-luasnya, meyakinkan mereka, bagaimana peran Kormi di masyarakat,” tandasnya.
