DEPOSTJABAR.COM (BANDUNG).-  Mata Anggaran pemeliharaan/rehabilitasi gedung kantor dan bangunan lainnya di APBD 2023 Sekretariat DPRD Jabar nilainya mencapai Rp 9,780 miliar. Selain itu juga ada mata anggaran lain seperti belanja operasi senilai Rp 7,400 miliar.

Untuk mendapatkan penjelasan soal kedua mata anggaran itu wartawan coba mengonfirmasinya kepada Sekretaris DPRD Jabar Dr Hj Ida Wahida SE, SH, M.Si.

Sampai berita ini diturunkan, pertanyaan tertulis via whtasapp yang dilayangkan kepada pelaksana anggaran itu tidak juga dijawab.

Bersamaan dengan pertanyaan ke Sekretaris DPRD Jabar, pertanyaan yang sama juga diajukan wartawan kepada Humas DPRD Jabar, Kabag Umum dan Kabag Fasgarwas.

Tetapi semua pertanyaan itu tidak ditanggapi. Semuanya melakukan aksi tutup mulut.

Wakil Ketua Bidang Kepemudaan IKA Unpad Fuad Rinaldi SE, MM mengatakan anggaran senilai Rp9,780 miliar untuk pemeliharaan/rehabilitasi gedung kantor dan bangunan lainnya sangat berlebihan.

“Saya lihat gedungnya masih cukup baik, saya masuk ke dalam kondisinya juga demikian. Jadi saya melihat anggaran Rp10 miliar kurang sedikit itu cukup berlebihan,” ungkapnya saat dihubungi via telepon selularnya, Selasa 16 Mei 2023.

Ditanya soal mata anggaran belanja operasi yang nilainya mencapai Rp7,400 miliar, Fuad jelaskan seperti ini.

“Jelaskan dong dengan detail, penjabaran mata anggarannya. Jangan seperti itu nyusun anggaran. Masa sekelas DPRD Provinsi bunyi mata anggarannya seperti itu,” ungkapnya.

“Apa nggak bikin pusing diri sendiri nanti saat ada pemeriksaan perjalanan keluar masuk belanja anggaran,” tanyanya.

Fuad yang juga Ketum IKA Muda Unpad dan Sekjen Garda Kemerdekaan mengatakan, tugas dewan itu legislasi, anggaran dan pengawasan.

Jadi kata Fuad, dewan seharusnya tahu itu, kurangilah anggaran-anggaran berlebihan, agar tercipta efisiensi dan efektivitas penggunaan anggaran.

 “Kan masih banyak kebutuhan-kebutuhan lain. Jadi kurangilah anggaran-anggaran pemeliharaan/rehabilitasi gedung kantor. belanja pakaian,” sarannya.

Fuad juga sarankan, jangan malu untuk mengembalikannya bila merasa tidak urgen.

“Alihkan untuk kebutuhan yang urgen-urgen saja. Khususnya untuk membantu masyarakat,” katanya.

Kembali ditanya soal, anggaran operasi yang nilainya Rp7,400 miliar, Fuad bilang begini.

“Nggak tahu. Mata-mata anggaran belanja kita ini kan kebanyakan seperti itu. Nggak jelas. Padahal sudah sering diingatkan agar ada standar baku dalam penyusunan anggaran. Tetapi tetap saja seperti itu,” bebernya. (Aris)
